Why didn’t they use Phoenix tears to heal Arthur’s wound in order of the Phoenix?

This is probably more relevant to the books since they provided quite a lot of detail on how nothing was working on the wounds from Nagini’s bite. aren’t Phoenix tears capable of fixing injuries even at the brink of death?
