Is this legal

I work at a 24hr emergency and specialty practice and over the last week or so I have been a part of some questionable situations, and I'm wondering if some of the things our hospital has been doing could even be considered illegal. Our doctors have started asking us with every critical patient we bring in whether the owners "look like they have money." Recently, I brought back a patient, the dog was agonal, and I told the doctor that the owners wanted CPR if the dog coded. The doctor immediately asked if the owners looked like they had money, and when I wouldn't answer the question, the doctor said she refused to perform CPR unless we got a deposit first. Thankfully the owner changed their mind and decided to humanely euthanize. A few days later, after euthanizing a pet, a doctor, an LVT, and a shadowing vet student tapped the dog's chest, then spent an hour practicing placing a urinary catheter on the deceased pet, all without the owner's permission. I realize this is a dog, not a human, but it felt like they were desecrating the body of someone's beloved family member without their permission. Is all of this legal?
