how many programs are too many programs?

im planning to apply to 15+ programs this summer, is this overboard?

i havent done anything like applying to summer programs before, and i really want to get into atleast 1 reputable program, so im not taking any chances 😭

so is this fine or am i out of touch on how things work in this ?
