Cigarette Waste Free Recycling Program in JC

Hi neighbors,I know you all enjoy clean sidewalks, free of snow and litter. On mine, I often notice that some of you leave your cigarette waste behind. I’d like to place a receptacle for disposal and then recycle the waste. My question is: Is there any program in Jersey City, New Jersey, or Hudson County that supports this kind of initiative? I believe it's always good to support local programs whenever possible.
