Does Hoi4 have a tutorial island like other paradox games?

While first trying the other games a few years ago, I enjoyed playing in ireland in crusader kings and japan in eu4/victoria, where I could start small and just be left alone to do my thing while learning the ropes.

Does Hoi4 have any similar start?
