can someone help?

whenever I try and take a photo sometimes my digital camera does this and it won't take a photo? does anyone know what this means?! I've tried changing my iso and multiple other things but it remains like this. I don't think it's bc of low light bc if I slightly shift my angle I can take a photo. My camera is the Panasonic DMC f4
