Need serious advice on possible animal abuse

So someone close to me texted me these pictures today and said this dog is in a cage that it can't stand all the way up in with no food or water for more than 24 hours! I have no idea who to call but if anyone could point me in the right direction of some organization that would take this seriously and get the dog the help that it needs, I would greatly appreciate it!!
