What happened to patch 9.1? Will it really be released to live on 23 January?

Last season's patch was released on December 5. We have a new patch every 2 weeks. So the patch 9.1 should've been released on December 19, 4 days ago. What will Riot do? keep working on this patch for 7 weeks? from 4 December to 23 January. I'm waiting for my HoB buff and Double Strike bugfix. They said Shojin will be released during preseason too so I guess I'll get everything I want in the same patch.
