What to do.

Where can I find actual answers on what each of these mean and what I'm supposed to do with the recipients mail? I'm in a manual office it's just myself and one carrier, and the ones I get are for p.o. boxes. The carrier tells me they mean on thing and the clerk that trained me tells me another thing. I would like to find actual policies and practices for them to read up on.
