is it easy to start a club?

hey yall!

quick question: theres an organization that is an official club at fsu, uf, and even ucf but its not at usf. would it be fairly easy to petition a new club especially if the idea exists and i would find participants to join? maybe im in over my head here! would love to know yalls thoughts!
