If hypothetically someone did all the 35K packs, got all the accessories but no legendary stickers, would it just be guaranteed legendary stickers in each pack?

I've always thought about it, yes you can get potted plants in the packs, but there should somehow be a cap to that, so back to my question, would I get all the legendary stickers after I get all accessories?
