Uprising suck

I watch uprising today and this movie is really Bad, but it is also dumb as Fuck Let me explain In the first movie, the Jaeger programs Haven't money anymore...So why after ten years WITHOUT kaiju in the second movie the jaegers programs IS in good health ? There IS also a cop Jaeger ? WTF
