Power bank options and charging rates?

So looking at a powerbank to replace my current 45w one to be able to charge my claw and my other devices, it seems the claw has max charge rate of 65w (20v x 3.25a) does this mean the powerbank MUST have a charge rate of 20v x 3.25a? What if it charges higher say 100w (20x5v)

Help needed!
