Suspect a Council bin lorry has damaged my car but can’t prove it…

Hi, the other day we arrived home and noticed a huge dent and multiple scrapes in the side of my wife’s car door. One of these scrapes is so deep, it’s gone down to the metal.

It’s clearly a case of hit and run, but I didn’t report this to the police at the time as I had no way of knowing who had done it.

The car had been parked (legally) on the side of the road for most of the preceding three days, on the damage equates to somebody doing a 3-point turn in the entrance to the cul-de-sac nearby and getting their angle wrong.

One of our neighbours checked CCTV for that day and couldn’t see anything, but after speaking to another neighbour, we believe it may have been the Council bin lorry on the previous day as this other Neighbour witnessed the lorry damaging their car as well.

We’re asking the first neighbour to check their CCTV again but I’m wondering if, given the council vehicles are generally fitted with dashcams etc, could I simply contact the council and tell them that I believe their vehicle has damaged mine and request that they check their footage?

Would they have any obligation to respond or provide me with this information? Do I need to make a police report first?
