Why did tariffing Mexico cause the USA to promise to invest in stopping the flow of guns to Mexicos?

I feel like we got tricked because the trade war was supposed to be total victory but it seems like we end having to stop guns entering Mexico even though Mexico isn't our country? Why is it our responsibility to secure the Mexican border from guns instead of them?
