"Shunsui is carried by his Bankai"

I don't get how is this take so popular here. Lille Barro is almost universally agreed to be above Gerard in all respective forms (including base Lille vs giant Gerard pre-VS). Let's say these two are on the same level. Shunsui with just his shikai does pretty much the same job that FORCED Kenpachi to unlock his Bankai. Plus, Bankai Shunsui "kills" Vollstandig Lille. Which is what adult Toshiro, Byakuya and base Zaraki managed to do only when they joined forces.

Let's say it's a match-up thing. Shunsui counters Lille, who counters Gerard, who counters the trio (which is a MASSIVE reach and blatantly false in some parts). It's still crazy to me that Kyoraku did all of this alone before Barro chickenized. Just his raw stats are enough to, while having a hole in his torso, briefly keep up (mainly run away, ok) with an intangible + able to fire 24 hitscan attacks (that’s around 24 times more deadly than what took down Oetsu) and teleport character… aaaaand even the said hole in the torso was made only thanks to Lille’s ability to somehow immobilize an enemy by just transforming next to them. None of these include his “unscalable” game-hax. Somehow, Shunsui is still not that impressive and "carried by his Bankai" (and I'm not even gonna talk about the "Byakuya> KKKS Shunsui" take).  

So, is it because he got injured by Robert when he admitted to be morally nerfed and when Katen was selling the fight by refusing to activate any games even after cutting the opponent? Or because some absolute buffoons unironically use bullshit and directly contradicting the manga SAFWY scaling over the actual source material? “Starrk-level bum got powercreeped even by pre-Muken Zaraki”, but when it came to fighting the Elites, the supposed enormous gap between them ceased to exist and exponentially stronger unsealed Zaraki somehow got outperformed.

I'm not claiming anything here, just asking to make it make sense. What intricacies am I missing? How tf the guy who did ~Bankai Kepnachi's job with just his shikai is always being put below every other top captain? The only option I see is Barro being a fraud, which I seriously doubt.
